社会转型加速期的代价支付及其补偿问题

Cost Paying and Compensation during the Accelerating Social Transformation

相对于比较稳定、协调的社会形态而言,转型社会是社会发展最为快速的社会,同时也是社会代价集中付出的社会。快速社会变迁引起的社会结构功能的失调、经济发展与社会发展的失衡、中国独特的社会转型的困难等导致了转型时期社会代价的形成。而现阶段社会代价支付与补偿机制方面存在的一些严重缺陷,诸如支付主体的错位性、支付方式的转嫁性、代价补偿的滞后性,则是引发当前社会成员、社会群体等不同主体之间尖锐、复杂的利益矛盾的根本原因之一。从构建和谐社会的基本需要出发,健全、完善我国的社会代价补偿体系乃是党和政府工作的当务之急。

Compared with a stable and harmony society, the transforming society is one in which social development is most rapid and social costs put together to pay. Dislocations between social structures and functions brought about by swift social change, imbalance between economic development and social development, difficulties of China＇s unique social transformation, all has caused social cost to take place in transforming period. That the serious demerits have existed in the mechanism of cost paying and compensation is one of the most elementary causes to induce incisive and complex benefits contradictions among social members and groups. Therefore it is one of the most imperative tasks for CPC and the government to perfect the cost compensation system in order to form a harmony society in China.
