Public Service and Income Distribution Adjust in Chinese Economic Growth Process

收入分配问题成为当今中国经济发展过程中构建社会主义和谐社会目标的重点和难点,公共服务被赋予重要性和时代性的内涵。本文探讨了公共服务对收入分配的影响,认为公共服务虽然并不是改善收入分配格局的最有效手段,但是公共服务在当前经济发展阶段通过增加可支配收入以及进入生产函数等方式对减缓收入分配扩大的趋势起到抑制作用,有助于提高低收入群体分享经济增长带来好处的能力,为他们创造参与和分享经济增长的机会。

Income distribution problem becomes the emphases and difficult point of structuring the harmonious socialism society target in Chinese economic growth process, and public service is given emphases nowadays. The article has discussed an impact of public service over income distribution and found that public service may not be the most effective method. But in current economic growth process, public service can react on slowing down income distribution by the ways of such as increasing disposable income and entering to the production function, and take effects such as 'building impartial platform of starting point'. Thereby, public service help the low-income group or the vulnerable group to improve their ability to share benefit that economic growth brought about and to create chances to participate in the economic growth.
