Remark on The Question of Supplying Rural Public Goods in “Building New Country”

新农村建设的提出是农村公共产品供给问题产生的宏观背景,农村公共产品供给问题则是实施新农村建设乃至新时期解决整个三农问题的关键。农村公共产品供给问题的本质是农民、农业和农村急剧增长的公共产品需求与农村严重短缺、失衡和低效的公共产品供给机制之间的冲突。在形式上,它主要是市场化政府经济行为在农村公共产品供给问题上的尝试;在实质上,它是政府、社会组织与农民三者之间的关系在改革中的重新塑造。在农村公共产品供给大课题下,本文列出了这项政策和实践研究的六个基本研究方向。。

The government puts forward ＂building new country＂ and it is the background of the question of supplying rural public goods. Meanwhile, the question of supplying rural public goods are the key approach to actualize ＂building new country＂ and resolve the issues on country, peasant and agriculture. The essence of the question of supplying rural public goods is the conflict between the increased demand on public goods from peasant, agriculture and country and the absent, unbalance and inefficient system on supplying rural public goods. Formally speaking, it is a tendency for the government realizing its economic purpose on supplying rural public goods. Virtually speaking, it is a relation reconstruction between government, social organizations and peasants. The paper presents its six essential research items in the subject of supplying rural public goods.
