和谐社会的建设需要法治的支撑,而法治系统本身就应保持和谐。行政法治作为法治的一个子系统,不仅应与政治、经济、文化和社会等外部系统保持和谐,而且在其系统内部亦应保持和谐统一。在行政法治系统中,以行政执法为中心,首先应实现行政执法系统内的和谐,同时应保持行政执法与行政立法、行政司法和行政审判之间的和谐。

The establishment and construction of harmonious society need the support of rule of law and the system of rule of law itself should keep harmonious. As a sub-system of rule of law, administrative rule of law should keep harmonious with political, economic, cultural and social external systems. In addition, it should keep harmonious and uniform in its own system. Centered upon administrative enforcement, administrative rule of law should, first of all, realize the harmony in the system of administrative enforcement. At the same time, it should make administrative enforcement keep harmonious with administrative legislation, administrative justice and administrative trial.
