摘要
分析引航活动的独特属性,介绍和论证国际上引航组织机构的三种通行模式,同时针对各模式的利弊加以探讨。在此基础上,结合中国引航活动的现状,提出事业机构运作模式应该作为中国引航组织的最佳模式选择,并且其行为必须受到政府的约束和管制。
The article analyzes the special property of pilotage activity, introduces and demonstrates three general modes of international pilots' organization, and discusses the advantages and disadvantages of each mode. On this basis, in combination with the actuality of Chinese pilotage activity, the article points out that the public sector organizational mode should be the best choice for Chinese pilots' organization and the pilotage activity must be restricted and regulated by government.
