又是一种多方利益的博弈。 手机漫游费一直饱受公众诟病。在网络建设之初．由于存在硬件设施、交割手段等方面的问题，电信运营商向用户收取不菲的漫游费还可以理解。但是今天．这些壁垒基本上已经消除．技术进步使得通信成本越来越低．再继续收取高额手机漫游费．就不合时宜了，对消费者也不公平。

In China, roaming charges have always been condemned by the cell phone users. When the cell phone networks were constructed, due to issues concerning hardware facilities and transference technologies, the cell phone users could accept the high roaming charges from the mobile telecommunications service providers. However, nowadays these barriers have been basically eliminated. The technological progress has made the cost lower and lower. Therefore it is outdated if the high roaming charges are still in existence. Moreover, the roaming charges are not fair to the consumers.
