制度、文化、人口、教育与人才、社会保障、自然环境等是障碍吉林省经济发展的主要社会因素。消除障碍吉林省经济发展的社会因素的途径与措施是:以科学发展观为指导,形成内生的、协调的、综合创新的、可持续的发展观;其核心是建立行之有效的激励约束机制;以六大方面的创新作为吉林省经济发展的内动力。

The system, culture and other factors are considered to be main factors that hinder the economic development of Jilin Province. The approaches and measures to solve hindering the economic development of Jilin Province are as follows： guiding with scientific development concept, forming endogenous, unisonous, comprehensive innovative and sustainable developmental concept; building effective motivated and restricted mechanisms is the core; the innovations of the system, cultural and other factors become inner motive force of the economic development of Jilin Province.
