Facing the challenge from environmental problem to technology,man is sunk into a dilemma.The dilemma stemmed from the deviation of fact and value.Criterion of environmental value which embodies unification of fact and value affords an approach to solve the technologic dilemma.Ethical technology is inevitable for realizing harmonious society to construct the system of ethical technology.
