摘要
教育具有提高生产率和信号传递两个功能。当教育不能继续增加效率,过度教育便产生了,其结果不仅浪费教育资源,而且人力资本信号传递失真。解决过度教育的办法,要么减少受教育时间,要么提高教育供给有效程度。就我国而言,当前高等教育两个功能一定程度上失灵,解决办法主要是提高高等教育供给的有效程度。
Education has two functions: one is to enhance productivity; the other is to transfer information. When education cannot further increase productivity, over- education appears. As a result, it not only wastes education resources, but also transfers incorrect information. To solve this problem, it needs either to reduce education or to improve efficiency of education. As far as China is concerned, currently higher education fails in certain extent and the most important is to enhance the efficient supply of education.
