医院管理体制尤其是产权制度改革:绝非医改的突破口

2001年底开始,鉴于八方面原因,公立医院管理体制改革成为沸沸扬扬的热点,其中存在的认识误区,是将公立医院体制改革等同于产权改革,公立医院产权制度改革确能解决医院的“大锅饭”问题,然而产权制度改革却并非解决医院“大锅饭”问题的必要选项,关键是医院产权制度改革解决不了看病贵等问题。
