山东省水资源安全与社会和谐发展研究

STUDY ON SECURITY OF WATER RESOURCE AND PEACEFUL DEVELOPMENT OF SOCIETY IN SHANDONG PROVINCE

山东省的水资源安全问题十分突出。本省人口众多、经济发展迅速,如何保障水资源安全,实现社会和谐发展,已成为人们日益关心的话题。根据大部分学者普遍认同的水资源安全内涵,利用文献资料、综合分析、归纳法,采用多年数据,对山东省水资源安全现状、存在问题及原因进行分析。结果表明不论从水量方面还是水质方面,山东省水资源都不安全,特别是水量不安全。在此基础上,从人地关系的角度,分析山东省水资源不安全现状和原因,并据此提出一些控制水质污染、浪费和改善水资源不安全现状的建议,以促进山东社会和谐发展。

The safe problem of water resources is very outstanding in Shandong Province. This province has a large population. It＇s economic development is very quick. How to guarantee a water resources safety , carry out a society peaceful development, have become the topic that people concern increasingly. According to greatly parts of scholars the water resources safe content of widespread approbation, make use of cultural heritage data, synthesize analysis, inductive method, adopt several years data, the present safe condition of the province, existing problem and reason are explained. The result showed that water resources are insecure, from total amounts to water quality, especially water quality. On this foundation, from man-land relationship aspect, this paper is devoted to water resources insecurity situation and cause, and some suggestions are presented in controlling water quality polluted, waste and improvement of the present water, which will prompt the society to develop peacefully.
