基于和谐的住房保障制度研究:一个国际比较的视角

A Study on the Housing Security System Based on the Harmony:An Angle of International Comparison

住房问题是关系到国计民生的经济和社会问题,为低收入者提供住房是住房保障制度的重要内容,也是我国构建和谐社会的必然要求。我国已经初步建立起了以经济适用房制度、廉租房制度、住房公积金为主要内容的住房保障制度。但在制度实施过程中还存在许多问题和缺陷。借鉴国外住房保障制度经验,中国住房保障相关制度安排包括:扩大筹资渠道、增加有效供给,加强审核监督,提高保障住房的供给效率。

he housing is an economic and social issue relating to the national economy and the people's livelihood.Providing housing for the low incomes is an important content of housing security system and is also an inevitable request for our country to construct a harmonious society.Our country has already initially established the housing security system,which includes affordable house,subsidiary rental house,housing accumulation fund.However there are still many problems and flaws in the executing process of this system.Learning from ovevseas housing security system,the housing security system of China showd include extending the financial channel,increasing effective supplies,strengthening the surveillance,and improving the efficiency in supply,in order to provide the system guarantec of housing for the construction of harmonious society.
