摘要
作为国民政府时期发展中国工业的专门机构,资源委员会一直面临着人才匮乏的难题。资源委员会的领导人翁文灏、钱昌照始终重视人才,并在国防设计委员会时期组织了大规模的人才调查。为了满足自身对于不同层次人才的需求,资源委员会选择了灵活多样的人才模式,其较为完善的人事制度为资源委员会用人、留人创造了良好的环境。这一人才政策的实施不仅为资源委员会培养和招揽了一大批人才,也推动了中国的技术进步和工业化的发展。
As a special institution of developing industry in the reign of Nanking National Government, the Resource Committee was being in the talents all the time. Weng Wenhao and Qian Changzhao, the leaders of the committee, of National Defense Committee, they had need of a variety of talents, the Resource paid much attention to the problem, and during the time made an extensive investigation on talents. To satisfy the Committee had chosen flexible modes. The system of hu- man resource had played a big role in the training and employing personnel. The talent's Policy not only had made the Resource Committee train and employ large personnel, but also promoted the development of China's technological progress and industrialization.
