A Political Reading of Villager's Autonomy System

村民自治是指生活在法定村庄范围内,具有自治权利主体资格且能够行使权利的自然人通过民主选举、民主管理、民主监督、民主决策,以村民委员会为依托组织,对本区域的村庄社区的公共事务、公共事业依法进行管理、参与的群众性自治活动。其特征表现为地方权威来源的社会性、行使权利的直接性、自治权行使的有限性、自治主体意识的复杂性、自治民主价值追求的非国家形态性,其价值追求体现为民主。

Villager＇s autonomy is a system in which every villager can live in his village as a natural man with autonomous right. He can take part in various public activities and administrate communal and internal affairs through democratic election, administration, supervision and decision making with the help of the villagers＇ committee. It is characterized by the sociality of local authority, directness of right exertion, limited enforcement of autonomous right, complexity of autonomous consciousness, and non--governmental pursuit of democratic value. In terms of value pursuit, it is embodied in democracy.
