广州市番禺区新型农村合作医疗的实践探讨

本文认为,新型农村合作医疗制度存在三方面的缺陷一是财政补贴与自愿参与挂钩,易形成逆向转移支付;二是保大不保小,增加了逆向选择风险和推广的难度;三是财政拨款的方式,引发套资行为。而广州市番禺区新型农村合作医疗实行的二次报销、依托保险公司管理、引导农民分流就医等实践,为进一步发展新型农村合作医疗提供了思路。
