完善投入体制和机制 推进农业科技自主创新能力建设

Consummating input system and mechanism,pushing forward capacity building for independence innovation in agricultural science and technology

本文认为,在建设创新型国家过程中,农业科技自主创新面临诸多问题,但是体制和机制是关键。并从我国农业科技投入入手,首先剖析了体制建设和体制运行方面存在的问题,接着分析了在当前体制下我国农业科技投入机制方面存在的问题,最后有针对性地提出若干解决问题的建议。

The paper takes for that independence innovation in agricultural science and technology faces lots of problems in the process of building innovative country,while the core issues are system and mechanism.Starting with research on the input of agricultural science and technology,the problems of system building and running mechanism is analyzed at first.Then,the problems of agricultural science and technology input under current system are analyzed.And finally,proposals to settle the problem are provided.
