The discipline of public policy is a new and comprehensive subject that first rose in the U. S. A after the Second World War. Its appearance is referred to as ＂the scientific revolution＂ in the course of modern development of western social sciences. Both Kennedy Governmental College of Harvard University and Ford Public Policy Institute of Michigan University are famous for their disciplinary building of public policy.
