闽江流域区际生态受益补偿标准探析

On Regional Ecological Benefit Compensation Standard in Minjiang River Basin

目前闽江流域区际生态受益补偿标准是由省级政府依靠科层制的权威确定的,因而缺乏对流域生态的科学计价。本文运用生态重建成本分摊法,测算了闽江下游福州市对上游南平市的生态补偿标准,并且认为该方法在我国现阶段具有较强的操作性、可行性和普遍推广价值。

Currently regional ecological benefit compensation standard in Minjiang river basin is determined by the provincial government that relied on the hierarchical authority,which is lack of scientific calculation.In this paper,cost-sharing method in ecological reconstruction is used to measure ecological compensation standard in Minjiang river basin.The paper puts forward that the way of the reallocating the cost of the ecological protection is practical and feasible which has the great value of the popularization.
