摘要
采用实证分析方法考察黑龙江省农村劳动力转移的特征、绩效,分析发展趋势,针对农民转移整体上处于受排斥的状态、“输出地—输入地”管理与服务体制的不完善等问题,提出积极填补“输出地—输入地”的政策空档、工作重心应从“公平对待”过渡到“搞好服务”、推动农村劳动力转移的层次、营造良好的政策执行环境等对策建议。
