On the Optional Rules for Instrument Choosing in Policy-making from the Perspective of the Relationship between the Government and the Communities

从政府与社会关系的视野对中国在社会政策的制定原则上做出建设性的原则探讨,认为政策工具的选择必须服从社会公共价值观,在转型期的中国更是关系到建设和谐社会这一目标的实现。

This paper makes a constructive exploration into the policy making principles in China from the perspective of the relationship between the government and the communities, and argues that the choice of policy instrument is subject to the public values of the society, which is of particular importance for today＇s China to realize its goal of building a harmonious society.
