我国科技政策向创新政策演变的过程、趋势与建议——基于我国289项创新政策的实证分析

The Course of,Trend in and Proposal for Evolution from S&T Polides to Innovation Policies——Based on the Empirical Analysis of China's 289 Innovation Policy Documents

本文将统计分析方法引进创新政策研究领域,以《国家促进自主创新的政策分析与研究》报告梳理的289项创新政策为样本,以创新政策的效力(法律、行政法规、部门规章)和类别(科技政策、产业政策、财政政策、税收政策、金融政策)为基本维度,分析了1980-2005年我国创新政策的历史演变路径。研究发现:1980-2005年我国创新政策呈现从"科技政策"单向推进向"科技政策"和"经济政策"协同转变、从"政府导向型"向"政府导向"和"市场调节"协同型转变、从单向政策向政策组合转变的发展趋势。基于我国创新政策演变趋势的分析,提出具有针对性的建议。

The paper introduces the statistical analysis into the study field of innovation policy, based on 289 innovation policies in the policy analysis and study of national promoting independent innovation report, considers innovation policies force （laws, administrative regulations and departmental rules） and categories （technology policy, industrial policy, fiscal policy, tax policy and monetary policy） as basic dimensions, analysis Chinese innovation policies historical evolution path from1980 to 2005. The research results shows that from the year 1980 to 2005, the innovation policies in China presents a trend of change from ＂S＆T policies＂ one -way promotion to cooperation of ＂S＆T policies＂ and ＂economic policies＂, the change from＂ government - oriented ＂to the coordination of ＂government - oriented ＂and＂ market adjusted ＂, the change from one - way policies to policies combination. Based on the analysis of the innovation policies＇ evolution, the paper then puts forward the specific proposals.
