摘要
近几年我国工业企业的 R&D 投入不断增加,工业企业支出的 R&D 经费占全国 R&D 经费支出的比重均在一半以上。在研发经费、人力资源有限的条件下,要缩短与发达国家的差距,不仅要合理增加 R&D 投入,更要关注 R&D 产出效率的提高。本文以2004年全国第一次经济普查规模以上工业企业科技及 R&D 活动数据为基础,分析工业企业 R&D 投入和绩效现状,并对 R&D 投入绩效进行评价,为相关部门的科学决策提供依据和参考。
R＆D input of industries in our country has increased greatly in recent years so that their proportion of R＆D expenditure in whole country is over 50%. In order to narrow the gap between China and the developed countries, we not only need increase R＆D input reasonably but also need raise the R＆D input -output efficiency when the funds and human resources are limited. Based on the data of China Economic Census, the paper firstly describes present situation of R＆D input - output ; then evaluates the performance of R＆D input among different industries; finally puts forward some advices.
