城镇和乡村就业问题有着不可分割的内在联系。农村剩余劳动力转移在客观上要求城镇不断拓展就业领域,以缓解农村劳动力转移所带来的压力。同时,更要挖掘农村内部潜力,实现剩余劳动力就地就近转移。必须用城乡就业一体化的思维,去谋划解决城乡的就业问题。这也是贯彻统筹城乡就业思想的重要体现。

There is inseparable inner link in the urban and rural employment issues. The transfer of the surplus rural labor force objectively requires the cities and towns to constantly expand employment field, to ease the pressure brought about by the trans- fer of the rural workforce. Meanwhile, it is necessary to excavate the potentiality within the countryside, to achieve the transfer of surplus labor locally. The integration of urban and rural areas must be thinking, planning to solve the employment problem in urban and rural areas. This is consistent with overall plans for urban and rural employment.
