Study on Administration Measures for Market-oriented Operation of Urban Wastewater Treatment Plant in Longgang District of Shenzhen City

“十一五”期间我国污水处理厂市场化建设项目将急剧增加,对建成设施运营环节的监管已成为各级政府的重要行业管理工作之一。深圳市龙岗区作为国内污水处理厂市场化运营的先行者之一,在项目模式和监管方面都积累了一些经验。全面系统地分析了深圳市龙岗区对污水处理厂运营的监管目的、监管体系和监管措施,旨在为全国污水处理厂的运营监管提供参考。

The market-oriented projects of WWTP construction in China have been increased sharply during the 11^th Five Year Plan period. In consequence, the administration on operation of urban WWTP has been put onto the agenda of governments at all levels. Being one of pioneers undergoing WWTP market-oriented operation, Longgang district of Shenzhen City has accumulated many valuable ex- periences regarding market-oriented project mode and its administration after many years of try and study. Based on the analysis of Longgang＇ s case from the aspects of administration objective, system and its concrete measures, this study is to propose feasible administration measures for WWTPs in China.
