农村下一步如何走

To Break New Path for Rural Area Construction

新农村建设应从5个方面把握:一是要定位好农业的地位,不能让农业承担太多的责任。农业的责任是保障食物安全,难以为农民致富奔小康作出贡献。二是要给农民以平等的地位,搞好农民组织的建设。“公司+农户”模式,在公司与农户的谈判和交易中,双方的地位并不平等,分散的农民一般都处于被动地位,利益的分割经常性地偏向了公司一方。当务之急是如何帮助农民真正形成有市场谈判地位的组织。三是要重点在“制度”上创新,关注农村“企业化”的发展,加快农业“产中”企业化步伐,建立“企业(产前)+企业(产中)+企业(产后)”模式,实现农村完全的“企业化”。四是要关注农村“工业园”的建设,抓农民在新农村的就地就业。五是新农村建设要有长期建设的准备,要优先考虑农村的产业如何发展、农村的体制如何改革,这是新农村建设得以可持续发展的突破点。

In construction of new rural area,five aspects need our great attention. Namely：To give a good definition to agrlcuture is to guarantee food security and it is hard for agriculture to make contribution for farmers to get rich;2. Farmers need equality and they need their own organization. Fox example in their business talks to enterprise,they fail to enjoy equality and stand in a passive position so it is urgent to help farmers get into certain orgunization;3. To make innovations in rural industrialization for preproduetion, production and postproduetion;4. To pay great attention to industry section in rural area to promote farmers local emplogyment;5. To make longterm prepration for construction of new rural area and give priority to rural industry and transform of rural system. All the above mentioned aspects are key to the sustainablility of new rural area eonstruyetion.
