关于在贵州省农村公路建设中试行代建制的初探——以砂马、贞安公路为例

Pilot Study of Entrusted Construction Management of the Rural Roads in Guizhou Province

多年来,贵州省农村公路建设大都采取按项目抽调人员成立指挥部的方式进行管理,但近年随着农村公路建设项目的迅速增加,这种管理模式逐渐不能满足新形式的需要。通过对原有管理模式存在的不足及在农村公路建设中行试代建制能带来的优势进行分析,提出了现阶段下代建单位的选择宜采用委托,并宜采取多个项目打捆的方式确定代建方案。

In recent years, rural roads constructions in Guizhou are mostly managed by the head quarters made up of selected staff who meet the needs of projects. However, as the number of projects goes up quickly, the management above can no longer works efficiently. By analyzing the weakness of the above management and the advantage created by trying out Entrusted Construction Management （ECM）, en- trusting will be adopted in selecting the construction company and the program of entrusted construction will be made through entrusting several projects together.
