摘要
欧盟一方面在政治、经济、法律等领域积极推动一体化,另一方面却在语言、文化等方面实行多元化。欧盟内部的多元语言机制既要顾及经济成本与沟通效率,还要凸显欧洲统一的精髓,即语言文化的多样性,因而无法避免地在语言使用原则与实践之间陷入进退两难的困境。本文主要探讨欧盟语言多元化的现状,剖析多元化语言机制引发的问题以及语言问题的本质,并对相关应对策略进行分析。
The European Union promotes integration in politics, economy, and law, but on the other hand it implements diversity in language, culture and other aspects. Having to take the economic costs and communication efficiency into account, the language policy of EU has to respect the core value of the European integration as well, namely the diversity of languages and cultures. EU is thus caught in the dilemma of upholding multilingualism in principle or reducing the number of working languages in practice. This paper mainly discusses the current situation of the EU linguistic diversity, analyzes the problems derived from it and the nature of language problem, and finally it comments on the countermeasures against the linguistic diversity.
