The requirement for personal safety is high for the residents living in floodplains in the lower reaches of the Yellow River, which shows in three respects： raising the stand of houses, willing to withdraw from the current residential areas for safety reasons and showing favoritism to boy. These activities built on safety requirements increase the cost of living and narrow their development spaces, and even restrict social and economic development of the floodplains
