The author of the present paper, through analyzing the effect the Luolun magnetic force exerts on the charge in motion in the magnetic field and applying the conservation of energy, argues that the net charge in the conductor carrying stable electric currents is not zero and that there exists radial magnetic field density inside and outside the conductor.
