摘要 “如果遵照欧盟REACH法规，通过欧盟的进口商和制造商申请注册出口的化工品，那产权如何界定？岂不成了‘我买鞭炮，别人来放？；“那动辄几百万、几千万欧元的数据收集和注册费用，像我们这样的中小企业如何消受？”
