制约村治实现根本因素的宪政解析

The Fundamental Reason for the Backward Villager Autonomy Realization——A Analysis from the Viewpoint of Constitutionalism

目前,村民自治权的非独立运行是我国村治实现的根本性制约因素。而造成这种状况的深层次原因在于某些基层权力关系的宪政构造不完善。为此,必须立足于整体,对基层权力关系进行相应的宪政完善,以保障村民自治权的独立运行,进而真正实现村治。

At present, the dependence of the power of villagers＇ villager autonomy is the fundamental reason for the backward autonomy realization. The underlying reason for this situation is the incompleteness in the comstitutional cornstruction of some grassroots-level pwer relations. So, for building a functioning system of the power of independent villagers＇ autonomy and realizing the actual villager acctonomy, we must improve the related grassroots-level power relations from the view of constitutionalism.
