市委书记李大伦热衷插手各种建设工程大谋其利,纪委书记曾锦春则是强势介入所有煤矿被戏称为“曾矿长”,短短几年时间就跻身坊间排定的“潇湘富豪”行列。曾经在郴州呼风唤雨的这两个官场代表人物,各自营建的牟利范围看上去也许不存在因果逻辑,然而正是其中纠缠不清的关系决定了整个郴州的官场生态——权钱交易成为畅行无阻的规则,百姓寄予厚望的管理与监督机构却形同虚设。在这道权力和资本结盟形成的铁幕面前,社会公正、良知、同情和关怀统统遭到了蔑视和践踏,郴州百姓的怨声载遭对此可能是充满悲剧意味的最好注解。

Li Dalun, the former secretary of CCPC of Binzhou, had a hand in various construction projects pocketing money. Zeng Jichun, Secretary of the Discipline Inspection Commission, used to be called 'coal mine boss Zeng', wielding great power in the local coal mine industry, and became one of the upstarts in Hunan within a few years. These two representatives of government officials with unchallenged authority in Chen zhou made fortune in respective turfs which seems to bear no relation with each other, however, their entangled interests net defines the whole governmental environment of Chen zhou: the exchange of power and money balks at no rules and regulations, and the management and supervision departments, on which the local people depend, is just for show.
