深化完善温州行政执法责任制的思考

Reflection on Perfecting Wenzhou Responsibility System of Administrative Enforcement of Law

以温州依法行政存在问题为逻辑起点,分析行政执法责任虚化原因以及归责模式,提出以推行行政执法责任制为基本手段,从权力源头、权力行使直至责任追究等权力运行过程对行政权力进行规范,探索深化完善行政执法责任制的实施路径。

Based on the issue of Wenzhou administrative enforcement of law, this paper analyzes the failure of the exercise of administrative enforcement of law and its causes. It proposes, with the responsibility system of administrative enforcement of law as the basis, regulating the administrative power from the power source, power exertion, ascertainment of the responsibility and other power exertion procedures to explore the ways of perfecting the responsibility system of administrative enforcement of law.
