美国社会保障私有化研究述评

Review of American social security privatization

以费尔德斯坦为代表的许多学者认为传统社会保障将面临支付危机,通过私有化改革社会保障可以提高回报率、降低成本和风险并刺激美国经济增长。但是,社会保障私有化改革在理论上的负面效应同样引起了众多反对声音。社会保障私有化能否达到预期目的仍然是不确定的。笔者试图从社会保障私有化的回报率、成本及其风险、外部影响等方面对此争论进行梳理和阐述。

Many scholars with Feldstein as their representative think that traditional social security system is confronted with a payment crisis. With the privatization reform social security can improve benefit return, reduce cost and risk, upset USA economic growth. But, social security privatization also has negative effects in theorey,which arouse a lot of opposition sound. Social security privatization being able to achieve anticipate purpose or not is uncertain. This paper, from the perspective of return, cost, risk, and external influence of social security privatization,attempts to arrange and expound the debate.
