社会保障的人性基础探析

Fundamental research on human nature in social security

西方学者运用以经济人假设为基础的古典自由主义与继承它的新自由主义思想,强烈地谴责社会保障的重要性,认为社会保障违背了市场的公平性,限制了人的自由发展。而社会的发展是以人的全面、自由的发展为前提和基础的,社会保障在起到保证社会稳定作用的同时,也应当对个人的发展有积极的促进作用。这样做的目的就是为社会保障制度的建立提供合法性的依据,也为社会保障政策的执行提供一个道德尺度。

Western scholars use classical liberalism based on the assumption of economic people and new liberal thought inheriting the classical liberalism to emphasize the importance of social security. They hold the view that social security goes against market＇s principle of fairness, limits people＇s free development and other negative factors. But the development of the society is based on people＇s comprehensive and free development. Social security should not only guarantee the stability of the society but also promote personal development. All this aims to provide legal basis for the establishment of social security and provide a moral criterion for carrying out social security as well.
