摘要
官僚制政府和传统公共企业中的长期合同制导致X—无效率现象的产生。新公共管理运动主张重塑政府过程中引入竞争机制,用短期合同制代替长期合同制,有效治理了X—无效率现象,提高了管理效率和服务质量。在引入竞争机制、公共服务市场化和实行弹性人事管理方面对我们改善公共管理具有很大的启发意义。
The long--term contracting in traditional bureaucrat goverments and public enterprises leads to phenomenon of X--inefficiency. The new public management(NPM) insists on the competition mechanism in the process of remoulding the government and the replacing long--term contracting with short --term contracting, which deals with the phenomenon of X--inefficiency effectively and enhances the management efficiency and the service quality. There will be significant enlightenment for our public management reform in the aspects of the competition mechanism, public service market turn and the flexible personal management.
