湖北省疾病预防控制人员应急能力及影响因素

Study on current situation and influential factors on public health emergency among staff from center of disease control and prevention in Hubei province

目的了解湖北省各级疾病预防控制机构工作人员应对突发公共卫生事件的能力并探讨其影响因素。方法采用匿名问卷调查方式,对湖北省三级疾病预防控制机构173名工作人员进行调查,并对相关因素进行多因素Logistic回归分析。结果湖北省各级疾病预防控制机构工作人员的应急能力虽然较严重急性呼吸道综合征(SARS)暴发前有一定程度的提高,但人员配置存在不合理现象,应对突发公共卫生事件能力仍普遍较低,尤其是对疾病监测数据的利用、分析能力明显不足。影响疾病预防控制人员应急能力的因素主要有:工作单位(OR=3.610)、文化程度(OR=2.685)、所学专业(OR=2.903)、从事业务(OR=2.069)、培训时间(OR=2.156)及培训层次(OR=4.122)。结论湖北省各级疾病预防控制机构人员的应急能力不能满足实际工作需求;改变人员配置,开展高层次的专业技术培训能够在一定程度上提高其应对突发公共卫生事件的整体实力。

Objective To investigate the capacity of public health emergency response among the staff from Centers for Disease Control and Prevention （CDC） and explore the influential factors in Hubei. Methods Anonymous investigation was conducted among 173 staff in CDC in Hubei, and multifactorial Logistic regression model was applied to data analysis. Results The response capacity of staff was promoted after crisis of SARS in CDC. However, the unsuitable disposition of staff and lower capacity regarding public health emergency response did not always satisfy the requirement of current situation. Factors influencing on the capacity regarding public health emergency response might include：levels of work（ OR = 3. 610）, standard of culture （ OR = 2. 685）, major of graduation （ OR = 2.03）, department of work （ OR = 2. 069）, length of training time （ OR = 2.156） and levels of training （ OR = 4.122）. Conclusion The capacity of public health emergency response was ob- viously insufficient to CDC＇ s staff in Hubei, which would be promoted by perfecting disposition of staff and carrying out high- er level training of specialized skill.
