社会主义和谐社会从其本质上说,是一种人的主体价值得到充分尊重、人的主体作用得到充分发挥、人的主体利益得到充分实现、人的全面发展得到充分展开的社会变革与发展过程。社会主义和谐社会中的以人为本,演化为一种和谐发展过程,就是要通过社会的改革与完善,不断促进社会成员成为自由的人、自主的人、自觉的人,切实坚持一切发展以人为出发点和终极目标,同时遵循以人为本的本质要求,着力提升人的现代素质。
