山东生态建设监测评价实证分析

Empirical Analysis of Ecological Construction Supervision Evaluation in Shandong

生态省是经济社会与生态环境实现了协调发展、各个领域达到了当代可持续发展目标要求的省份。将生态省建设分解为经济发展水平、资源保障和可持续发展水平、生态资源永续利用水平、社会发展水平、环境保护水平、人居环境质量水平6个子目标,对山东各个市(地区)生态省建设的实现程度测算了综合评价。从测算的结果可看出,山东省整体的实现程度为36.05%。从山东省各地区建设的总目标进程情况看,发展不平衡,威海、青岛、淄博、烟台和济南实现程度达到50%以上,居全省的先进水平;菏泽地区实现程度相对比较低,只有14.35%。

Ecology province is the province that implements the harmony between the economy society and the ecological environment and each field has implemented the request of modem sustainable development. This paper uses the six indicators systems which are consisted of economy developing level, resources guaranteed level, sustainable developing level, ecological resources sustainable using level, society developing level, environment protecting level, human environment quality level to calculate and synthetically evaluate the fulfilling degrees of province of Shandong. From the results we can see that the whole fulfilling level is 36.05 percent. The fulfilling degrees are unbalanced. The cities of Weihai, Qingdao, Zibo, Yantai, Ji＇ nan have reached above fifty percent and have been the advanced level of Shandong province, but the fulfilling level of Heze is very low and is only 14.35 percent.
