新时期石油企业如何实现安全生产、清洁生产,是落实科学发展观、构建和谐油田的关键,中原油田认真贯彻"安全第一"的方针,严格执行安全法律法规,通过构建横向到边和纵向到底的责任体系、HSE一体化管理体系、科学有效的安全生产运行体系,全面提高对重大事故的预防控制能力、全员安全操作和防范能力、长治久安和本质安全能力,初步建立了安全生产的长效机制,为把油田建设成为安全效益型、环境友好型、质量效益型和规模效益型企业提供了重要保障。
The realization of safe operation and clean operation in the new era is the key to carry out the view of scientific development and build up oilfields in harmony. Zhongyuan Oilfield earnestly carries out the policy of 'safety the first', strictly follows safety laws and regulations, comprehensively enhances its capability in major accident prevention and control, safe operation, and intrinsic safety by establishing a responsibility matrix, a HSE integrated management system and a scientifically effective safe operation system, and preliminarily sets up a long-term effective mechanism for safe production, thus ensuring the construction of oilfield into a safety benefit, environmental friendly, quality benefit and scale benefit type enterprise.
