从“亚平”轮事故谈海上安全应急信息共享机制的建立

Discussion on the establishment of information sharing system for maritime safety emergency considering lessons learned from the accident involving M/V YA PING

为切实保障海洋公共交通安全,建立海上安全应急信息共享机制已经迫在眉睫。本文认为,要打破“信息孤岛”现象,建立相互依存、有机联系、实用高效的海上安全应急信息共享机制,就必须加强四个系统建设,包括建设高效的指挥系统、密切的协同系统、完备的技术系统、长效的反馈系统。同时,本文提出,要发挥海事部门在海上安全应急信息共享机制中的主导作用,切实保障海洋公共交通安全。

With a view to ensuring maritime transport safely, it is of urgent importance to establish an information sharing system for maritime safety emergency. In view of this paper, the isolated information systems must be reformed for establishing the information sharing system for maritime safety emergency. Such a system should be interdependent, effectively connected and highly efficient. Four systems should be enhanced for such establishment, including a highly efficient commanding syslem, an effective coordinating system; a perfect lechnieal system and a long-term feed back system. This paper also poinls out that the Maritime Authority should play a leading role in the information sharing system for the purpose of ensuring maritime safely.
