Ecological Supplementary Mechanism and the Coordinated Regional Development

社会总产品既包括物质产品也包括生态服务,生态再生产是社会再生产的重要组成部分。社会分工的不断深化产生了以物质产品生产功能为主和以生态服务功能为主的区域分工,统筹区域协调发展和构建和谐社会必须在物质产品与生态服务之间建立起等价交换的生态补偿机制,通过制度安排为生态建设者和受益者、生态破坏者与修复者之间构建一个“虚拟市场”,为不同主体功能区域之间搭建起合理分工、协调发展的制度架构。

Included in the total social outputs are material products and ecological services and the ecological re-production constitutes a significant part of the social re-production. The two divisions, material production and ecological services, are to be reasonably coordinated in order to realize a harmonious society. A virtual market, consisting of ecological producers and beneficiaries, ecological destroyer and restorer, is thus to be compulsory to bridge the various functional areas.
