自冷战结束到进入21世纪,中国在俄罗斯整体外交战略中的地位发生了什么样的变化?这对俄罗斯对华外交政策产生了什么样的影响?作者将普京就任俄罗斯总统后的对华政策作为分界点,在考察了20世纪90年代俄中关系发展取得的成就和存在的问题的基础上,着重分析了在进入21世纪之后全球政治经济格局发生重大变化特别是中国经济、政治影响日益扩大的情况下,普京总统对华外交哲学理念的变化和现实政策的调整。

After the end of the Cold War, what has been the strategic position of China in Russia’s overall foreign policy and what are the implications of this for Russia’s foreign policy toward China during the early 21st century? The author first reviews the achievements and problems in Sino-Russian relations in the later years of the twentieth century, especially during the period of President Boris Yeltsin. The author then analyzes President Putin’s foreign strategic philosophy and his policy adjustments with respect to China against the backdrop of China’s rapid rise in East Asia and in the world theater. According to the author, despite President Putin’s efforts to strengthen foreign relations with China under the rubric of a “strategic partner,” Russia has not established a clear and coherent Asian-Pacific strategy and, in particular, it has not recognized the importance of China in its grand foreign strategy.
