新型农村合作医疗运行中的问题及其对策——以资兴市的新型农村合作医疗制度试点为例

Problems and Countermeasures in the Practice of New Rural Cooperative Medical Service——Take the experiment site in Zixing as the example

通过对资兴市新型农村合作医疗制度试点的调查,了解到该项工作的开展,有效缓解了农民因病致贫、因病返贫现象,得到了广大农民的拥护和欢迎。但也存在宣传工作不深入、管理体制尚未理顺、保障功能不够健全等问题。要解决上述问题,必须:(1)提高思想认识;(2)完善新型农村合作医疗制度;(3)健全新型农村合作医疗制度的保障功能;(4)改革农村卫生体制;(5)加强药品购销监管。

Through the investigation of the new rural cooperative medical service system in the experiment site of Zixing, we can know this project has been developing and alleviated the poverty of the farmers caused by diseases, and is welcomed by farmers. Many problems still exist, for example, the propaganda was not thoroughly, the management system is not effective, and security system is not complete and so on. To solve the problems, we should enhance our ideological recognition, complete the system and its security system, reform the public health system and enhance the management of pharmacy.
