上海市蔬菜生产和市场运销体制的发展对策研究

STUDIES ON COUNTERMEASURES FOR THE DEVELOPMENT OF VEGETABLE PRODUCTION SYSTEM AND MARKET TRANSPORT AND SALE SYSTEM IN SHANGAHAI

上海市的蔬菜生产和流通，已由计划经济时期的“域内生产、域内供应”和“统购统销”为基本特征的“指令计划型”供应体制，逐步发展成为市场经济形成时期的“指导性生产”和“自由的市场流通”为基本特征的供应体制．本文报道以下3个结果：1）弄清了计划经济时期的蔬菜生产和流通体制的全貌，指出了该体制的历史作用和局限性，揭示了农产品流通向市场流通发展的必然性。2）分析了经济体制、生产体制的变革对流通体制产生的影响．通过对现阶段的生产、流通结构，批、零市场的功能作用，各类市场的经济特征和相互关连的分析，弄清了新一轮“菜篮子工程”建设的基本动态和存在问题。3）对“市场经济形成期”的中国大城市鲜活副食品的流通体系、生产上市体系、市场体系、宏观调控体系和发展对策等的生产和市场运销体制的改革方向展开了若干探讨与展望。

The vegetable production and circulation have developed gradually into such a supply system characterized by 'production under guidance'and 'free market circulation'in the market economy formation period from the 'directive planned type' supply system characterize by《regional production, regional supply》and 《state monopoly of purchase and marketing 》 in the planned economy period. In this paper, the author's study results are reported as follows. 1. The full aspect of vegetable production and circulation system is cleared,the historic functions and limitations of this system are indicated and the inevitability of development of farm products circulation towards the market circulation is revealed. 2. The impact of reforming economic system and production system on the circulation system is analysed. The essential dynamics and existing problems in the construction of a new round of 《Food Basket Project》 are cleared by analysing the actual production and circulation structures, functions of wholesale markets and retail markets, economic characters of different markets and their correlations. 3. The circulation system, production an marketing system. market system and .macroscopic regulation system of fresh and living non-staple foodstuff in big cities of China in the ' market economy formation period ', the cotuntermeasures for the development of these systems and the reform orientation of market transport and sale system are somewhat discussed,also a perspective is elucidated.
