摘要
如何保护流域环境,合理开发利用自然资源,是当今世界所面临的共同问题。针对我国流域资源与环境的特点,要使经济快速、持续发展,必须解决好水资源与环境系统优化问题。以淮河流域为例,运用系统动力学的方法,对淮河流域水资源可持续利用系统作出分析,经过政策模拟对比,提出了符合淮河流域经济发展的最佳方案。研究表明,水资源的合理开发和科学利用是制约流域社会经济持续发展的重要因素,只有协调发挥两者的作用,才能保证资源开发与环境保护的可持续发展。
How to protect basin environment and how to utilize natural resources in reason are common problem in the world. According to the characteristic of basin resources and environment of China, system optimization of water resource and environment must be solved to develop sustainable economy in basin. Taking Huai River Basin as an example, the paper used system dynamics method to analyze the sustainable utilization system of water resources in Huai River basin. The optimal scheme suitable for the economy development of Huai river basin was put forward through policy simulating contrast. The study result showed that the reasonable development and scientific utilization of water resource were important restricting factors for the sustainable development of the economy and social in basin. It could guarantee the sustainable development of resources utilization and environment protection only by the harmonious relation between them.
