社会主义新农村建设的长效机制研究——以陕北吴起为例的分析

Research on new socialist rural construction mechanism with persistent effect: Take Wu Qi, Northern Shaanxi, for example

为了研究社会主义新农村建设的长效机制,应用理论分析和实证分析的方法,对中国农村目前存在的基础设施不完善、生产条件改善投资不足、农产品加工能力低、农村医疗保健差和教育滞后等问题进行了探讨。结果表明:要建设新农村必须建立新机制,要以建设现代农业,发展农村经济,增加农民收入为中心任务;以城乡统筹,工农互动为路径选择;以“企业—产业—产业集聚”为核心,围绕产业化,加快小城镇建设,加大农村人力资本投资,逐步减少农民,增加农村人均资源占有量,实现工业与农业、城市与乡村的良性互动发展。

The new socialist rural construction is a great project, and at present there still exist some problems such as insufficient investment in facilities and the working condition improvement, lower ability to process agricultural products, imperfect rural medical service and health care, and less developed education. Therefore, a new mecha- nism has to be established in the countryside, via planning the city and the countryside overall and interacting be- tween the worker and the peasant, to speed up the construction of small cities and towns, enlarge the human capital investment in the countryside, reduce the farmer members gradually, increase resource possessive amount of the country dwellers, and realize the favorable interaction development of industry and agriculture, the city and the countryside ultimately.
