On the Establishment of the System of Farmers' Right Protection

土地、户籍和劳动就业是农民权益容易遭受侵害的三大领域。影响农民权利维护的内部因素表现为农民法律意识的缺失,外部因素表现为农村法律援助机制的缺失以及农村社会组织的制度性缺失。构建一个合理的农民维权体系不仅需要立法上和制度上的完善,还需要在实践中做好法律援助、财政支持等各项工作。

Land, residence registration and labor employment are three primary areas of the violation on farmers. The interior factor influencing the safeguard of the farmers＇rights is the deficiency of legal consciousness, while the exterior factor is the lack of the mechanism of legal aid and systematical insufficiency of rural social organizations. A rational system of farmers＇ right protection should he established not only by ameliorating the laws and mechanisms, hut also by providing the legal aid and financial support in practice.
