从现代性维度论农村公共产品的“过剩”供给——在构建社会主义和谐社会背景下的思考

在构建社会主义和谐社会的背景下,很多农村地区的公共产品供给出现了异化现象,即地方政府或村委会在提供公共产品时不顾或忽略农村和农民的实际需要,使农村公共产品被“过剩”供给了。在中国农村,传统的权威、观念和制度往往主导着一切,政治现代性极其缺乏,这是产生公共产品“过剩”供给现象的根本原因。要解决这个问题,党和政府必须采取多种措施使政治现代性在农村得到充分发展。

Under the background of building a harmonious socialist society, the phenomenon of alienation about supplying of public products occurs in many rural areas, that is to say, when the primary government and the village committee supply public products, they ignore farmers' actual demand and make rural public products “surplus” supply. In the rural areas of our country, traditional authority, concept and institution usually dominate everything, and political modernity is rare. That is the basic reason why the phenomenon of “surplus” supply of public products occurs. In order to solve the problem, the Party and the government must take measures to make political modernity develop to the full in the rural areas.
