本文以辽宁省的教育经费支出数据为依据,从理论和实证两方面对辽宁省普通高等教育规模经济与人力资源的使用效率进行了研究。实证分析结果表明:近年来辽宁省高等教育投资使用效率较低,这对高等教育事业的发展来说是一个需要引起注意的问题。

This article take Liaoning Province educational expenditure disbursement data as me basis, Have conducted the research from the theory and the empirical study two aspects to the Liaoning Province ordinary advanced education scale economies and the human resources use efficiency. The Empirical study analysis result indicated that, In recent years the Liaoning Province advanced education investment use efficiency had the drop, This is needs to cause the attention question to the higher education enterprise development.
